I assume that like me this is from people who bought the recipe early in White Orchard and then did not look to use it until much later and looked under potions for it. I even found posts from people saying that there is a bug where the recipe is bought and then disappears later. I then spent hours Googling and searching for the recipe to no avail. Looked under potions for White Gull and of course it was not listed so I assumed I had forgotten to buy it. When encountering Imlerith boss fight I decided to upgrade swallow potion.
White Gull is listed under alcohol NOT potions.
